DIGI4Dolj – digital skills for 610 employees
DIGI4Dolj trains 610 employees from retail and human health care in Dolj County in digital skills. What separates it from an ordinary course is that every participant starts with an assessment of their actual competence level and receives a personalised training plan — not everyone goes through the same content. We implement the project as sole beneficiary.

Who benefits
610 employees aged 18–64 with an employment contract, including management positions, in public and private companies, resident in Dolj County, working in retail trade (NACE 47) or human health activities (NACE 86). Minimum ISCED 3. Employees of public institutions in health and education are not eligible. The design rests on a needs analysis carried out with 26 employers and 660 employees.
What we do
610 assessments of digital competence, 610 individual test reports and 610 personalised training plans, structured against the European DigComp framework. One nationally accredited (ANC) upskilling programme in digital competences, 100 hours — 30 theory, 70 practice — for 100 participants, covering digital content creation, online safety and problem solving. Two non-accredited courses of 100 hours each: digital literacy for at least 150 people, and communication, collaboration and technical problem solving for at least 360 — 34 groups, 510 participants in total. All 610 participants receive a grant of RON 5 per training hour. Ten partnership agreements with employers.
Committed results
Output indicator EECO01 requires 610 participants, with milestones of 200 and 400. Result indicator 5SR01 requires 556 people completing training with a certificate — above 91% of the target group.
Relevance for a partner
This is the project with our strongest evidence base on adult upskilling: individual competence assessment at entry, a personalised plan, and a certification rate committed at over 91%. It is also our best-documented project visually, with participant consent in place for portraits and testimonials.
