We are open to partnerships in European projects, and we are straightforward about what that means in practice.

What we bring to a consortium

• A track record that survives due diligence. Indicator achievement of 100%, 90.79% and 90.70% on three major completed projects. No terminated projects, no financial corrections for missed indicators. The figures.
• Access to a genuinely disadvantaged EU region. South-West Oltenia is a less developed region: around 45% of the working-age population has no or low qualification, adult training participation is among the lowest in Europe, early school leaving is above the national average. If your call requires demonstrable need, it is here.
• Recruitment capacity that actually works. Relationships with 300+ local partners — municipalities, schools, universities, family doctors’ practices, NGOs. Reaching target groups is where most projects stall; this is the part we are good at.
• An authorised training provider. We can issue nationally and EU-recognised qualification certificates ourselves, rather than subcontracting certification.
• Dissemination through a Europe Direct centre. An established regional communication channel plus working relationships with the European Commission Representation in Romania and the European Parliament Liaison Office. More.
• Financial capacity to pre-finance. Reimbursement cycles in Romanian ESF+ and Interreg projects are long. We have carried multi-year projects through them as lead partner.
• Bilingual operation. Documentation, reporting and communication in Romanian and English since 2014.

What we are looking for

We are interested in partnerships where our regional implementation capacity meets expertise, methodology or reach that we do not have. Concretely:

• Organisations from other Member States looking for a Romanian partner in Erasmus+, CERV, Horizon Europe or other directly managed programmes
• Bulgarian organisations for Interreg Romania–Bulgaria — we have worked in the Dolj–Vidin–Montana area across three programming periods
• Universities and research institutions that need a field implementation partner with access to hard-to-reach populations
• NGOs and networks working on early school leaving, adult skills, Roma inclusion, public health prevention or civic participation
• Local and regional authorities in EU countries interested in peer exchange with Romanian counterparts

Roles we can take

Lead partner, partner, associated partner, or host organisation. We have held all of these. We have no preference in principle — but we do have one condition.

The role, the budget share and the deliverables need to be defined before submission, not after the grant agreement is signed. Most consortium problems we have seen come from partners who agreed to be included without agreeing what they would actually do. We would rather have a short, uncomfortable conversation at proposal stage than a long one during implementation.

• the programme and call, with the deadline
• the role you have in mind for us
• the target group and the country coverage you need
• whether the consortium is already formed and what is missing

If the deadline is close, say so in the subject line. We will tell you honestly whether we can do it properly in the time available — and if we cannot, we will say no rather than submit something weak.
