Structures and capacity
Our statute establishes five thematic structures, without separate legal personality, as instruments for implementing the Association’s programmes. They are not declarations of intent: each rests on capacity demonstrated in projects currently running, and we name which ones.
MPE Vocational Training Centre
Statutory mandate: initial and continuing training, upskilling and specialisation, professional reconversion, competence development including digital competences, practical workshops and courses for children, young people and adults.
What it rests on: in DIGI4Dolj we run a 100-hour nationally accredited (ANC) upskilling course and two 100-hour courses across 34 groups, for 610 employees. In EduDolj, a 360-hour level 2 qualification course for 100 people and three 80-hour thematic courses. In ARIPI, three accredited programmes for 30 vocational-school teachers. Committed certification rate in DIGI4Dolj: above 91%.
MPE Counselling and Support Centre for Pupils and Adults
Statutory mandate: information, educational and career guidance, counselling for personal and career development, support for participation in education and training, facilitating access to community services, mentoring, coaching, tutoring and educational accompaniment.
What it rests on: COMPAS — counselling for 176 pupils and 176 university students, with remedial programmes and individual mentoring by 40 student volunteers. ANGLE — 10 community mentors working with at least 100 pupils, plus parental education for 200 parents. ARIPI — personalised support over at least six months for 180 pupils and career guidance for 105 lower-secondary pupils. EduDolj — 310 individualised support plans.
MPE Social Innovation Hub
Statutory mandate: developing, piloting and transferring innovative solutions to community needs, incubating social initiatives and social enterprises, running laboratories, hackathons, workshops and co-creation programmes with beneficiaries and partners.
What it rests on: the green economy entrepreneurship course in EduDolj and the entrepreneurial competences strand of INES, where we train 100 people in Dolj County. The statute also explicitly covers support for work-integration social enterprises and the implementation of income-generating projects with social impact.
MPE Centre for Digital Education and Future Skills
Statutory mandate: digital literacy, media education, responsible use of technology, digital competences for education and the labour market, online safety programmes and cybersecurity education.
What it rests on: DIGI4Dolj assesses each of its 610 participants against the European DigComp framework and builds an individual training plan from the result. In INES we build and maintain a trilingual online learning platform with automatically issued certificates, which stays live after the project closes, plus 20 video lessons. The local counter-disinformation function runs through Europe Direct Craiova.
MPE Observatory for Local Public Policy and Community Data
Statutory mandate: collecting, analysing and interpreting data, producing studies and reports, monitoring social, educational, health and environmental indicators, public consultations and support for evidence-based decisions, in partnership with public institutions, schools and academia.
What it rests on: the needs analyses underlying our projects — 26 employers and 660 employees surveyed before DIGI4Dolj; the cross-border study in INES, with at least 400 respondents and 60 companies across three age bands. On top of that, continuous monitoring of the indicators of nine projects in implementation, reported into the Romanian national monitoring system.
How these structures work
They have no separate legal personality and exist as implementation instruments. The statute also allows further hubs or thematic centres to be established by decision of the Board, which sets their name, purpose, responsibilities and resources.
For a partner, this means a structure can be activated for a specific project without incorporating a new entity and without the delay that would involve.
